Here is formal reponce to Your question. The aim of WMO (World Meteorological Institute) is to promote cooperation between the National Meteorological and Hydrological Services of its Members. Every Meteorological Institute has its own legislation with limits and rules they must follow. Therefore, Latvian Republic’s democratic decision was to adopt a rule where LVGMC is required to sell their services for maintenance. EMHI (Estonian Meteorological and Hydrological Institute) belongs under the public sector. If EMHI decides to ignore the domestic laws of Latvia and will offer competitive services, it would be against the statute of EMHI. (The statute only allows to operate in the territory of Estonia). Secondly, it will undermine the cooperation between meteorological institutes in forecasting, which also will affect the interest of citizens of Estonia. Also it would be disrespectful not to accept the request of LVGMC. Taking consideration these arguments, the norms of international relations in WMO and the request of LVGMC –Estonian Meteorological and Hydrological Institute decides to close the meteoradar’s obesrvation area above the Republic of Latvia. ~~~~~~~~~~~~~~~~~
